Even ending the tax advantages for overseas business would bring down their complaints. And he can’t do that without Congress, they are the ones making the laws about that. Obama can’t make any laws, nor in this case can he set a policy to get them to return. This isn’t a practice that can be rectified by a president in the executive branch anymore, we need a Congress with a will to buck its donors, and make it unprofitable for them to make things overseas. There is no stomach for that on either side of the aisle.
